Each year, the count of members taken at the highest point (31 Dec) determines the next year’s director seats to elect. According to bylaws, 80 members a state must have to warrant a director or that state is joined with other states at less than 80 to form a region. Regions are established to keep the number of members in each about as close geographically and numerically to each other as is possible. Then by May 1, the new apportionment is determined from the computer report taken on 31 Dec to calculate the next positions for election or loss based on the number of members at the highest possible point of density.
